Can I exchange my foreign driver's license for a Korean one?
Usually yes, if you hold a valid full license and an ARC. You apply in person at a driver's license test site (운전면허시험장). If your license country is on Korea's recognized list, you only take an aptitude (physical) test; otherwise you also take a written test. What to do 1. Check whether your license country is on the recognized list on the Korean KoROAD page below. Some U.S. states still need the written test, which can be taken in English. 2. Get an embassy certificate or an apostille confirming your license is genuine. KoROAD explains which ones it accepts. 3. Bring your original foreign license, a passport showing your entries and exits, your original ARC, photos and a Certificate of Entry and Exit (출입국사실증명). 4. Go yourself (no proxies), and go early: the exchange takes time, especially if you need the written test. Good to know • Only a valid full license can be exchanged, not a learner, provisional or temporary one. • Your entry/exit records must show you were in the issuing country when the license was issued. If that country isn't your nationality, you also need proof that you stayed there 90 days or more. • You can't drive in Korea with a foreign license alone.
